City of Vancouver puts Olympic Village into receivership

VANCOUVER—The troubled Olympic Village in Vancouver was put into receivership on Wednesday and city taxpayers won’t know for several years whether they’ll get back the millions of dollars the city put into the project.

Ernst & Young assumed control of the $1-billion waterfront project that hosted athletes during the February Games and has now been rebranded Millennium Water.

“It’ll be very difficult to recoup all of the investment for taxpayers on this, that will only happen if the market is very strong in the months and years ahead,” Mayor Gregor Robertson told reporters at city hall, only blocks away from the Olympic development on Vancouver’s waterfront.

The village’s troubles began even before the 2010 Winter Games, when the developer’s original lender stopped paying its loan, forcing the city to step in and secure hundreds of millions of dollars to finish the project in time.

Following the Games, units in the eight-block, 25-building village were to be turned into a mix of luxury free-market condos and social housing.

But sales failed to meet expectations and in September, Millennium Development Corp. came up short on a $200-million loan payment. Millennium made up for the shortfall several weeks later, but admitted it didn’t expect to finish selling the more than 400 remaining units for another two and a half years.

Robertson stressed that the move for the city to take the project management over was mutual.

“It has not been easy to get to this point and it’s not going to be easy on the long road ahead,” he said.

“However, I’m confident that the decision that we made, based on extensive expert opinion, is the right one today and it will result in renewed confidence and stability in the village for the months ahead.”

Vancouver city councillor Suzanne Anton called it “a sad day for the taxpayers of Vancouver.”

“It’s not a good news story,” she told reporters. “The project has lost value and now the taxpayers are on the hook for all of that lost value — unless of course people actually go down and see that it is a nice project and start to buy it. There’s no reason those units shouldn’t be selling right now.”

The city spent two months negotiating a two-part plan with Millennium that includes a revised marketing strategy and a plan for settling the loans, for construction and the land, totalling approximately $740 million.

Over the coming weeks, the city will work with the developer on the specifics of transferring its assets.

City manager Penny Ballem said the exact value isn’t clear, but the unsold condos themselves comprise the “biggest piece.” Millennium also has provided other guarantees of security, both corporate and personal, she said.

Neither Shahram Malek or Peter Malek, the principal owners of Millennium, were invited to the news conference and they have signed nondisclosure agreements about the deal, Ballem said.

She wouldn’t comment on whether the city was preparing to sue had they not reached an agreement, but she said Millennium wasn’t going into bankruptcy and will be permitted to continue doing business with the city.

In a statement issued by the city, Peter Malek said he was proud of the partnership.

“We have completed the project; the neighbourhood is world-class, the recipient of multiple awards, and delivered memorable experiences for the athletes who lived there during the 2010 Winter Games,” he said.

“The agreement we’ve reached with the city is the best case scenario for all of us — a clear, stable path forward that will ensure the success of the project.”

The deal means the new management can make immediate decisions about moving forward on a marketing strategy.

Bob Rennie remains the Vancouver developer charged with that task. A lawyer for the city said there will discussions on whether or not to drop unit prices, as Millennium planned, over the next several weeks.

The social housing component of the property, meant to serve as a legacy to the Games, remains as promised.

Vancouver Olympics Russia's top investigative body opened a criminal examine on Wednesday into alleged mis-spending of millions of dollars on the country's preparations. London 2012 Olympics: IOC hit four countries with ticket punishment after breaching rules

IOC director Gilbert Felli said the four countries, which he declined to name, would be punished for the way in which the sales of their Vancouver allocation were handled.

Each National Olympic Committee receives a quota of tickets that they can sell to the public in their home territory, but some NOCs in the past have passed the tickets on to touts for profit.

Felli said London Olympic Games organisers could learn the best lesson from Vancouver in adopting some of the ticketing processes that were introduced to counter the website fraud and empty stadiums that engulfed the previous Games in 2008 in Beijing.

They include reselling of tickets when people leave stadiums, the re-buying of unused tickets and the organising committee running a ticket resale scheme to avoid ticket touting.

"In the issues of ticketing there are about 10 to 15 lessons. It was a success in Vancouver so we will make sure London applies them," Felli said. However the Vancouver Olympics were affected by the fraudulent use of credit cards to purchase Games tickets.

Several Britons are also being pursued in the courts in regards to the Beijing online ticketing fraud which affected Games spectators around the world.

Meanwhile, Felli announced there would be a neutral safety expert appointed by the IOC to oversee the safety of the luge and bobsleigh track at the Sochi Winter Olympics.

It comes after the tragic death of Georgian luger Nodar Kumaritashvili on the eve of the opening ceremony of the Vancouver Olympics in February.

Anarchists who claim to have firebombed a bank in Ottawa are vowing to take their protests to the G8 and G20 summits to be held in Ontario next month.
Ottawa police are investigating a fire at a Royal Bank branch in the Glebe section of the downtown early Tuesday morning.
Witnesses have said three to four males were seen running from the scene and leaving the area in an SUV shortly before the fire was reported at 3:30 a.m.
The anarchists claim they set the fire to a Royal branch because the bank was a sponsor of the Vancouver Olympics which was held "on stolen indigenous land."
On the website ottawa.indymedia.org the group posts a short video of the bank on fire and goes on to claim that the bank and Canadian government are displacing the poor and aboriginals.
It says "The games in Vancouver are now over, but resistance continues. An RBC branch can be found in every corner of Kanada."
The group says they will be in Huntsville, Ont., and Toronto during the summits in June, where "leaders and bankers are meeting ...to make decisions that will further their policies of exploitation of people and the environment."

Olympic organizers dealing with lack of snow in Vancouver

The Winter Olympics are coming to Vancouver in three weeks. The snow has no such timetable.

Cypress Mountain, the venue for snowboarding and freestyle skiing events, is bare and muddy in parts. It closed to the public two and a half weeks earlier than planned due to unseasonably warm and wet weather.

The head of the Canadian Freestyle Ski Association said Tuesday organizers are using contingency plans due to the lack of snow for freestyle and snowboarding events.
"They're kind of in crisis mode," Peter Judge said.

However, Judge is confident snowboarding and freestyle skiing events will proceed.
The mountain had 11 inches of new snow at higher elevations on Monday, said Environment Canada meteorologist Matt MacDonald. He said it's part of a cooling trend after a wet month.
"We had an extremely wet and warm January," MacDonald said. "When it was raining through last week, everyone was freaking out, for sure."

Freezing temperatures are expected at the base of Cypress this weekend, he said.
"It looks like the bad weather, Olympic-wise, is done with," he said.

MacDonald said recent warm weather is attributed to El Nino and, to a lesser degree, to what locals call "pineapple express" weather patterns. Both bring warm weather and rain from the Pacific to the west coast of North America, he said. Cypress provides stunning views of Vancouver and the Pacific Ocean.

But organizers are using wood and hay bales as a base for courses there. That will be covered with stockpiled natural and man-made snow brought in by truck or snowcat from higher elevations. Helicopters are also being used to move materials.

Organizing committee spokeswoman Mary Fraser confirmed contingency work is under way and competition will proceed as planned.

"This is a normal course of action in temperate conditions, and we have all the technology, equipment, people and expertise to deliver the Games," Fraser said.

Crews are working 24 hours a day to "preserve and protect the snow," she said.

VANCOUVER, British Columbia (AP) -- With 100 days to the opening of the Vancouver 2010 Winter Olympics, the athletes village was handed over to the Games organizers Wednesday.
The Vancouver Organizing Committee for the 2010 Winter Games now begins preparing the 1,100-unit village to house 3,000 athletes.
The eight-acre site has waterfront views of the two stadiums that will host the opening ceremonies and hockey events. Beyond are the snowcapped mountains of Canada's pacific coast.
The steel, concrete and glass buildings surround a central courtyard open to Vancouver's picturesque waterfront.
Vancouver Olympic CEO John Furlong said the location of the village, with its views of water, mountains and downtown towers, will help inspire the athletes to the performance of their careers.
The village will have a bank, cafe, stores and a post office.
The $940 million village did not come without controversy, going millions of dollars over budget and requiring the city of Vancouver to come to its financial rescue after New-York-based hedge fund Fortress Investment Inc. pulled their backing when global economic crisis hit.
"This has not been an easy project," Furlong said.
After the Games the village will return to the city of Vancouver, which will try to sell the suites as condos to recoup its investment.
"I would be surprised if we're anything beyond a break-even," Vancouver mayor Gregor Robertson said.
Of the 1,100 units available, 737 will be available as condos, with the remaining used as affordable housing and rental properties.
Robertson turned the village over to Furlong in a ceremony at the site.
Furlong said representatives of the 2014 Sochi, Russia and Rio de Janeiro 2016 Games have already visited the Vancouver village as they plan their own.
Organizers also announced this week that accommodations for more than 6,000 people working in and around the Whistler ski resort have been found. Whistler is the site of the alpine and sliding events, cross country, biathlon and ski jumping.
The International Olympic Committee said in a statement that the all of the venues for the Vancouver Games are now complete and they "will give athletes, spectators and TV viewers some spectacular backdrops as they compete and watch the world's best winter athletes go for gold next February."

Day 2 in wet weather, Olympic torch relay starts

The Olympic flame began the second day of its cross country journey in the rain and dark of the Vancouver Island community of Sooke on Saturday morning.
Several hundred people braved a downpour outside the community’s municipal hall to sing O Canada and hear a pipes and drums band.
Olympic officials ducked into an empty fire truck bay to transfer the flame from a miner’s lamp to the first torch of the day.
As the crowd cheered, Sooke’s Tanya Logan, 37, carried the flame to start the relay that was to continue through the communities of Westshore, north to the Cowichan Valley, Saltspring Island and Nanaimo.
Among the early runners in Sooke was Victoria’s Evan Fagan, a 72-year-old retired provincial government employee.
Fagan, a veteran of 137 marathons and 70 triathlons, said he would forever cherish the memory of carrying the Olympic torch.
“It was an amazing experience,” agreed fellow torchbearer Blaire Brown, 25.
The Victoria woman suffered a compound skull fracture in a snow-tubing accident when she was 11 and wasn’t expected to survive.
“I made liars out of most of the doctors,” she said.
From Vancouver Island, the Olympic flame will continue on its longest relay in history — a 45,000-kilometre trek across northern Canada to the Atlantic provinces and back.
The 106 day relay finishes Feb. 12 at B.C. Place in Vancouver, where the torch will light the Olympic cauldron to officially start the 2010 Winter Games.
On Friday, the Olympic flame passed through 147 pairs of hands in and around Victoria as thousands of people lined the streets to watch.
The first torch went to Saskatoon’s Catriona Le May Doan, a two-time gold medallist in speedskating, and Victoria triathlete Simon Whitfield, who won gold at the Sydney Olympics.
From a stage at the B.C. legislature, Whitfield and Le May Doan raised the torch aloft and jogged through cheering schoolchildren before passing the flame to Olympic rower Silken Laumann of Victoria and Olympic diver Alexandre Despatie of Laval, Que.
The flame, kept safe in a miner’s lantern, arrived in Victoria behind schedule after weather delayed its flight from Athens to Canada.
Once on the ground, it was transferred on the Songhees shoreline to a First Nations canoe, which carried it across the Inner Harbour flanked by two other canoes.
Vancouver Olympic Organizing Committee CEO John Furlong used the flame from the miner’s lantern to light a cauldron outside the legislature.
Prime Minister Stephen Harper reminded the crowd Friday that three billion people around the world will soon turn their gaze on Canada.
“This is our chance to showcase our home and native land in all of its glory,” he said.
“Ladies and gentleman, Canada’s games are another chance for us to remind the world that we are indeed the true north strong and free.”
Several groups protested Friday, causing a few disruptions.
What began as a peaceful afternoon protest in Victoria’s Centennial Square downtown grew to a parade of around 200 people who blocked the Olympic relay’s route through the Rockland neighbourhood, cutting 10 torchbearers out of the relay.
Police rerouted the relay to avoid clashes with the protest — taking the torch and torchbearers inside a van for safety. The relay later resumed nearby.
The only arrest happened when a protester allegedly assaulted a plainclothes officer. That person has since been released, said Victoria police.

OTTAWA — Leo Obstbaum, the architect behind Vancouver's 2010 Olympic medals and mascots, died suddenly at age 40, Games arranger said Monday.
The effort of his death at his home Thursday evening has not been released.
As design director for the Games, Obstbaum led a team that created the yet-to-be-exposed 2010 Winter Olympic medals, as well as the torches and mascots.
"Leo is everywhere you look, in every color, every texture, in every little bit of Vancouver 2010," organizing committee chief administrative John Furlong said in an message to staff, whihc was also sent to AFP.
"Leo led and pulled the design of some of the most iconic pieces of the 2010 Winter Games," he said.
Obstbaum was born in Buenos Aires in 1969, but accure up in Barcelona, where he set up his first visual design studio that created wardrobes for theatre, movies and the Barcelona Olympics 10 year anniversary.

Following the unveiling of its Olympic Torch Relay route last year, the Vancouver 2010 Organising Committee (VANOC) took advantage of the one-year-to-go mark to unveil its Olympic Torch design, the torchbearer uniform and the first two torchbearers to be selected for the event. IOC President Jacques Rogge was also present, along with a number of other dignitaries at the unveiling event in Whistler – site of the skiing and sliding events for the 2010 Games.

History

Archaeological evidence shows that coastal Indians had settled the Vancouver area by 500 B.C. British naval captain George Vancouver explored the area in 1792. Vancouver was founded as a sawmill settlement called Granville in the 1870s. The city was incorporated in 1886 and renamed after Captain Vancouver.

Population

With a population of about 600,000 (BC Stats estimate), Vancouver lies in a region of more than 2 million people. Vancouver is the largest city in the province of British Columbia and the third largest in Canada. It covers an area of 114 sq km.

Canadians make up 95 per cent of all applicants
Of the total number of Canadians who have applied to volunteer:
59 percent are from British Columbia
20 percent are from Ontario
8 percent are from Alberta
International volunteer applications have been received from 96 countries including Venezuela, Lithuania, Barbados and the Democratic Republic of the Congo
38 per cent of the volunteer applicants who can speak French fluently are from British Columbia
44 per cent of applicants are male and 56 per cent are female
22 per cent of applicants are between the ages of 18 and 24

Cost of Canadian 2010 Winter escalate Olympics

A construction boom in western Canada has sharply pushed up the cost of preparations for the 2010 Winter Olympics in Vancouver, forcing organisers to ask for a 23 per cent increase in financial support from federal and provincial governments.

The organising committee said on Friday that it now estimated the construction budget at C$580m ($505m), up from its 2002 estimate of C$470m. Some of the Olympic venues are located in Vancouver and others in the ski resort of Whistler, a two-and-a-half hour drive to the north.
The amounts exclude infrastructure improvements, such as a new subway line to Vancouver airport and widening the highway between Vancouver and Whistler.

According to the Olympics committee, the budget overrun has been contained by C$85m in belt-tightening measures. Some venues have been redesigned, and the media broadcast centre has been shifted to a cheaper location.

Critics of the Vancouver bid contend that the extra costs should be borne by private businesses that will benefit from the Games, not by taxpayers. Mr Furlong said that “we are determined not to return to the taxpayers of Canada for additional public funds to complete the venue programme”.
